Islamabad The Economic Affairs Division (EAD) has conveyed its concern to Federal Board of Revenue (FBR) over finding out certain tax officers directly applying for foreign training without even knowledge of their parent department. The FBR's top management was forced to issue this instruction after receiving written complaint from EAD which revealed that the tax officers were involved in nominating their own names themselves for foreign training without even getting NOC (No Objection Certificate) from the competent authority. According to a circular issued by the FBR's headquarters to all chief commissioners, all chief collectors and all director generals from all over the country, the FBR has directed all its field offices within their jurisdiction to inform that all applications should be forwarded using online portal i.e. FBR's website. "No officer is allowed to directly forward any nomination for any foreign course to EAD. Disciplinary actions will be taken against the officers directly forwarding their nominations to EAD for foreign trainings," the FBR directive issued to all Large Taxpayer's Unit (LTU), Regional Tax Offices (RTOs) and Collectorates stated. The circular says that the Human Resource Management (HRM) Wing posts the available foreign training on FBR's website and interested officers submit online applications for foreign (short and long) term training. The FBR's HRM Wing follows specific criteria which includes parameters set by the donor agency/FBR and after approval of the competent authority forwards the names of short listed officers to the Economic Affairs Division. However, EAD has conveyed its concern regarding self-nominations of the officers of the FBR for foreign trainings. As per EAD, in the recent past, certain officers of the FBR have been directly submitting their own nominations for foreign training to EAD i.e. neither the nominations are routed through FBR nor are those sent with the approval of competent authority. The EAD has desired that in the future nomination from the FBR to foreign training courses should be made through FBR and after the approval of competent authority.
