This is another proof of the Prophet MOHAMMAD's (pbuh) prophecy about the end of the world. If I'm not wrong there is a Hadith, he said that the end of the world will be near when the tall buildings are built. I believe that both signatories of the agreement are Muslims and are aware of this Hadith but if they don't know, they should know now. People may support this but those who obey Allah swt and the Prophet will never be in favor of this nonsense.

How about spending this money to get water, electricity and a real police force instead?

Let's first strive to provide basic necessities like electricity etc. to the people.
