Analysing Rao Anwar

A lot is being said on the person of Rao Anwar, former SSP, since his blacklisting by the US government. But no one is saying anything about the system which creates such Rao Anwars in our society. Was he hired as sub-inspector police on merit? And who were the persons using him for false encounters and promoting him out-of-turn?

Which qualities made him the blue-eyed boy of someone? Apparently, Rao Anwar had no personal enmity with the people killed through alleged false encounters. So who were the ones pulling his strings? And how many alleged encounters were false or real? A thorough analysis could help in identifying the loopholes in our criminal justice system.
