There are countless irregularities in the civil judge exam. The Lahore High Court has been conducting this exam without following a clear and effective pattern. The format of the exam tends to change with the arrival of a new chief justice. Unlike the CSS and PMS exams, the civil judge exam is not conducted on a regular basis. There is neither competent authority that can conduct the exam nor a categorically defined syllabus.
This problem creates confusion among the legal community as it is difficult to predict what type of questions will appear in the paper. This explains why only 3,800 lawyers out of the 9,000 who registered to take the test appeared for the recent civil judge exam. It is astonishing that only 21 candidates passed the written component of the test. The chief justice of Pakistan should establish a judicial commission along the lines of the FPSC and the PPSC to design a proper syllabus for this prestigious exam and to conduct this exam on a regular basis.
