Filthy money

I have never come across currency notes as dirty, misused and potentially infested with dangerous diseases as they are in Pakistan. Why do people not respect and take care of their currency notes and clean their hands before they handle them? Pakistan has excellent electronic and print media which can educate people on the issue.
In the UK, when banks receive dirty currency notes, they, as a routine, keep them aside and at the end of the day send them to the central bank for proper disposal. Why can the government of Pakistan not do this and also use better quality paper for printing currency notes?
