Ruling gets difficult as rot set deep in country: Nisar

Says accountability not forces’ job and they will not be allowed to do it; announces new policy for working, registration of INGOs

ISLAMABAD: Interior Minister Ch Nisar Ali Khan on Thursday said that ruling the country is the most difficult task as the rot had set in Pakistan. He said accountability was not the job of forces and they will not be allowed to do it.
Announcing a policy for international NGOs to operate in Pakistan, Nisar pointed out that all the INGOs will be required to avail the consent of the government before operating in Pakistan.
Addressing a press conference here, he announced an explicit mechanism for working of INGOs in Pakistan. The minister said that the new policy had been constituted in three months and it was divided in three parts, including terms of understanding, registration process of an organisation and MoUs to be signed with the Government of Pakistan.
The minister made it clear that no organisation will be allowed to raise funds inside or outside the country without valid documentation and permission of the government or assist or extend its structure without permission of state departments.
To facilitate INGOs, the registration process has been put online and the government will monitor the online process relating to registration of INGOs and all manuals relating to the working of INGOs had been annulled.
MoUs will be signed for a period of three months, which was earlier for five months, followed by issuance of visas to members of an INGO, he said.
Elaborating the policy mechanism for working and registration of INGOs, the minister said that on receiving application for registration of an INGO, the international NGO will have 60 days to operate until the government issues a final decision either allowing or suspending the registration process.
Nisar said that it would be the prerogative of Interior Ministry to register a new NGO and other ministries, including Law Ministry, will assist the Interior Ministry in the registration process.
He warned that INGOs working against security, economic and strategic interests of Pakistan will have their registrations cancelled. The minister made it clear that those INGOs restrained from operating in Pakistan will be given the right to appeal the cancellation of their registration.
He said that in the past few months, some INGOs had been restrained from working on the basis of intelligence information. He said that in the past, irrespective of security issues, INGOs were allowed to operate in Pakistan and no mechanism was ever formulated for the people associated with these INGOs and their frequent visits to Pakistan.
The minister said that with online registration process for INGOs, visa acquisition was also being simplified and could be availed online. He said that in every part of the world, there are specific rules and regulations for INGOs but here, these INGOs had been operating for decades without any policy mechanism. Even in security zones of the country, people associated with these INGOs were allowed to move.
The minister said that Pakistan welcomes all those foreign organisations who aim at working and operating in Pakistan under the law of the land, and all these INGOs will be awarded at the behest of the government.
Pakistan welcomes all foreign organisations to work in different areas and has an open door policy for INGOs but all INGOs should be allowed to work as per rules and regulations. He added that any action taken against any INGO will be made public.
Nisar said that either it was the issue of arms licenses or bullet-proof vehicles, it had become a herculean task to govern in the country. It easy to do any wrong but to stop it is an uphill task, said Nisar.
“During the last two years, I have worked with dedication and fear of God and scores of people associated with Nadra and police were put in jails for their misdeeds,” he said.
The minister said the PML-N government was working in the right direction and the Karachi operation was launched to purge Karachi of target killings, extortionists and miscreants. Similarly, the National Action Plan (NAP) is also being implemented in letter and spirit to purge the country of terrorism and extremism.
The government also launched a policy mechanism for the ECL and all biased policies were annulled, adding that the government was going to launch policies for arms licenses and private security agencies soon.
On the present scenario in Afghanistan and relations between Afghanistan and Pakistan, the minister said that Pakistan wants good, brotherly relations with Afghanistan but when the Afghan leadership speaks language of Pakistan’s enemies, it hurts.
The minister also said that any adventurism at the D-Chowk will not be tolerated in future and no public protest at this sensitive place will be allowed.
