Flogging dead horses

We seem to have an amazing capacity for flogging dead horses. What else would you say about the Kalabagh Dam that has been discussed to bits over the past more than three decades, with the outcome being a big fat zero, and is in the news once again.

What makes us think that this time around, the three provinces and assorted nationalists, who have been opposing the dam tooth and nail will suddenly have a change of heart and agree to its construction? The dam is a non-starter and remains as such. Given that, how much better would it have been if we had constructed a few small dams over the years that would have added substantially to the national grid and saved us the torture of load shedding? But no. Its Kalabagh Dam or bust. So bust it is.
