Karsaz accident suspect has admitted her guilt in drug case, says IO in final charge sheet
The investigation officer (IO) filed the final charge sheet on Saturday against the Karsaz accident suspect in a drug case.
The woman suspect was detained and booked under rash driving and manslaughter charges after a speeding luxury vehicle driven by her killed a man and his daughter and injured two others on Karsaz Road on August 19. Later, a separate case was lodged against her under the Section 11 (drinking liable to tazir) of the Prohibition (Enforcement of Hadd) Order (PEHO) 1979 after her medical report confirmed that she was under the influence of methamphetamine, also known as ice or crystal meth.
She was granted bail by a sessions court in the main case after the legal heirs of the victims submitted affidavits, stating that they had pardoned the suspect in the name of God Almighty and would have no objection if she was released on bail.
However, her bail plea had been dismissed in the drug case.
On Saturday, IO Muhammad Shakir filed the charge-sheet before Judicial Magistrate (East) Mohammad Raza Ansari listing 13 witnesses. He stated that a woman medico-legal officer (WMLO) had examined the suspect after her arrest and collected samples for a lab analysis. Upon receiving the report, he said, it was confirmed that the suspect was under the influence of methamphetamine or ice on the evening of August 19.
The IO said that based on the DSP legal's opinion, an FIR was registered against her under the Section 11 of the PEHO. He added that he appeared before the judicial magistrate and sought permission for interrogating the suspect inside the jail in the present case, which was granted. He said that he subsequently went to the Women Central Jail and interrogated the suspect who admitted
her guilt.
In the light of the investigation, statements of witnesses and reports of the chemical examiner and WMLO, the IO concluded that the suspect was guilty of driving a Land Cruiser with negligence and recklessness under the influence of ice. In this state of intoxication, she drove the vehicle at a high speed and killed Imran Arif and his daughter Amina, who were on a motorcycle and injured two others, he added.
The police officer said the Section 100 (driving under the influence of drugs or alcohol) of the Provincial Motor Vehicles Ordinance was also added to the main case. He mentioned that the suspect's bail in the drug case had been rejected by the judicial magistrate and a sessions court.
