It is rather strange and shocking that every year the FBR seems to set higher tax collection targets every year while what the taxpayer gets in return sees little to no corresponding improvement.

I would argue that the state needs to focus more on actually training its functionaries to do a better job. There is no point pumping more money in when many state officials and institutions are seemingly not up to the task.
