FDE warns employees against contacting higher authorities

Islamabad: The Federal Directorate of Education has warned its employees against directly approaching the higher authorities for favours or redressal of complaints.
According to an office order issued by FDE deputy director (admin) Chaudhry Gulzar Ahmad, Rules 3 and 4 of the Civil Servants (appeal) Rules 1977 and Section 22(2) of Civil Servants Act 1973 clearly tell government employees about how to formally voice personal grievances or complaints for resolution.
“These rules are to facilitate the government employees to route their grievances and applications through proper channel for settlement. Unfortunately, a tendency of approaching higher authorities contrary to them has been observed among government employees, which is an unpleasant situation and tantamount to misconduct under the Rule 3(b) of the Government Servants (efficiency & Discipline) Rules 1972.”
Though the office order, the FDE official directed the directorate’s all directors and section heads and heads of Islamabad model schools and colleges functioning in Islamabad Capital Territory’s rural and urban areas to ask employees working under them to strictly follow the rules in question.
He said non-compliance of rules would lead to disciplinary action against the culpable officials.
The official also asked FDE directors and section heads and heads of Islamabad model educational institutions to obtain signatures on a statement that they’d read the instructions against contacting higher authorities.
The FDE employees insisted the rules were a big hurdle to resolution of their problems and therefore, they’d to explore other options, including contact with influential people like politicians and higher authorities to get the needful done.
