The provincial cabinet was informed on Tuesday that the Sindh Police has made concrete progress in the Rashid Godil attack investigation, with two suspects involved in the gun attack on the Muttahida Qaumi Movement legislator already in custody and more arrests expected soon.
“We have arrested two accused, one each from Hyderabad and Karachi," Sindh IGP Ghulam Hyder Jamali told the meeting presided over by Chief Minister Qaim Ali Shah. “I will give another detailed briefing soon because more arrests will be made in the next few days. Let us complete the investigation, we will share everything with the cabinet in due time.”
Moving on to other subjects, the police chief said his force required Rs102 million for completing Muharram arrangements. Giving the breakdown of the funds required, he said Rs24.9 million will be for PoL, Rs10 million for installing walk-through gates and CCTV cameras, Rs5 million for purchasing of miscellaneous items including megaphones and tents and Rs62.5 million are needed for providing food to the personnel.
Talking about the arrangements for local government election, the IGP said 865 constituencies had been declared sensitive in the first phase of local bodies election, out of which 463 were in Sukkur and 402 were in Larkana divisions, where 8,650 policemen will be deployed for security.
Moreover, a total of 1,382 constituencies had been declared sensitive where 11,056 policemen will perform security duties.
Speaking of Karachi, he said a force of 11,850 policemen was required but only 5,425 were available. Upon this, the chief minister directed the IGP to overcome the shortfall of 6,425 policemen from training centres and other ranges of Sindh Police.
The IGP told the chief minister that Rs82.2 million were required as expenses for the first phase of local government election. The chief minister directed the IGP to move a summary to his office. Finance minister Murad Ali Shah proposed that finances can be curtailed if the CCTV cameras of government’s IT department are obtained. “The requirement of vehicles can also be met by borrowing transport from other government departments. However, I will assess the requirements when the summary is received," he said.
Wheat issue
The cabinet decided to sell 1.5 million tons of wheat stored in government warehouses in the local market till its price stabilised in the international market. “The federal government caused us [Sindh] a huge loss by allowing import of wheat,” it was said.
Food secretary Laeeq Ahmed said 1.54 million tons of wheat was available in government warehouses. He said till March 31, 2016, 900,000 tons of wheat would be consumed in the local market but even then 677,000 tons of wheat would be in surplus and could be exported. "We have provided 94,000 tons to exporters and there is more demand from Afghanistan," he said.
Curriculum
The secretary of inter-provincial coordination department Qazi Shahid Parvez told the cabinet that after the 18th amendment, curriculum syllabus, planning, policy centres of excellence and the standard of education were provincial subjects and the concurrent list stood abolished.
He said the federal government had made a new entry in the legislative list of "Standards in Institutions for Higher Education and Research, Scientific and Technical Education."
