Sorry state

Unfortunately, like private-sector organizations, there is no future in those public-sector organizations which are being run without the Employees Service Rules, but only anxiety and fear among employees.

Several years have passed but even then the requisite rules are not yet farmed. It doesn’t seem to matter to those in authority positions. Is there any authority to take note of this pitiable situation?
