PMS Officers Association seeks post sharing formula abolition

PESHAWAR: The All Pakistan Provincial Management Service (PMS) Officer Association has sought abolition of post sharing formula of 1993 which it said appropriates a lion’s share in high-ranking posts for the District Management Group (DMG).
The Association on Friday sent a letter to the prime minister, president, chief ministers of the four provinces, speakers of National Assembly, and provincial assemblies, parliamentary leaders and chief secretaries informing these functionaries of the PMS officers’ career related problems.
It said that provincial civil servants were subjected to worst kind of discrimination in every aspect of their service including posting, promotions, training, capacity building and other benefits.
It further said that an officer belonging to the Provincial Civil Service has to wait for 10 to 15 years in Grade-17 for promotion to the next grade while a DMG officer gets promotion to the next grade against the provincial posts before the completion of the mandatory period.
The letter said that the federal government encroached on the provincial domain through illegal SROs under which the Apportionment Formulae 1993 was implemented that is in sheer violation of the Constitution.
