Lecturers, teachers move court against CADD

120 lecturers and teachers of the colleges and schools in Islamabad here Wednesday contended before the Islamabad High Court (IHC) that Federal Directorate of Education (FDE) under Ministry of Capital Administration and Development Division (CADD) is going to advertise new posts despite the fact that the petitioners were regularised against the same posts and were not given joining.
Justice Noorul Haq N Qureshi of the IHC while issuing stay order directed FDE and CADD to submit para-wise comments within one week.
Petitioners through their counsel, Aftab Alam Rana advocate adopted before the court that they were serving under FDE since 2007 on either contractual or daily wage basis. In 2010 apex Supreme Court and IHC through various orders had directed the ministry to refer cases of the petitioners to the parliamentary committee for regularisation.
On February 8, 2013 petitioners were regularised. Later, they were asked by the department to obtain medical fitness certificates from government hospitals that they did and submitted. As per rules, the department then had to offer joining letters to the petitioners. Despite a lapse of three and half years the department did not offer them joining letters and now it is verbally conveyed to them that FDE is going to hire new staff against the posts for which they were regularised.
Petitioner’s counsel told ‘The News’ that for junior staff from grade 1 to 7 ministry has already issued advertisement. All these lecturers and school teachers were either in grade 16 or above. IHC bench issuing the above said order put of in this matter till next week.
