FBR carries out massive reshuffle

ISLAMABAD: The Federal Board of Revenue (FBR) has been jolted with major transfers/postings of Inland Revenue officers as 20 top officers from grades 20 to 22 have been transferred and posted on new assignments. Besides, the FBR has made a massive level reshuffle of 232 officers belonging to BS 17 and 18.

According to an official statement issued by the FBR, among the higher grade officials transferred are Ms. Tehmina Aamer (Inland Revenue Service/BS-22), who has been transferred from Chief Commissioner, Regional Tax Office, Rawalpindi and posted as Member (Taxpayer Services), FBR headquarters, Islamabad. Ahmad Shuja Khan (Inland Revenue Service/BS-21) has been posted as Chief Commissioner Inland Revenue, Regional Tax Office, Sialkot. Ms Nabila Faran Baig (Inland Revenue Service/BS-21) has been posted as Chief Commissioner Inland Revenue, Corporate Tax Office, Islamabad.

Karamatullah Khan Chaudhry (Inland Revenue Service/BS-21) has been posted as Chief Commissioner Inland Revenue, Regional Tax Office, Sahiwal; Dr Muhammad Sarmad Qureshi (Inland Revenue Service/BS-21) posted as Chief Commissioner Inland Revenue Multan; Syeda Naureen Zahra (Inland Revenue Service/BS-21) posted as Member Audit FBR; and Abid Mehmood (Inland Revenue Service/BS-21) posted as Chief Commissioner Abbottabad. In BS-17 and BS-18, the FBR has made reshuffle at massive level with 232 officers transferred and posted on their new assignments.

As per the statement, the FBR has undertaken the transfer and posting of officers in BS-17, BS-18, and BS-21, with postings for officers in other grades currently in process. This administrative reshuffle reflects FBR’s ongoing efforts to improve organisational effectiveness, optimise resource allocation, and enhance revenue performance across the board.

“A key goal of these postings is to expose officers to a variety of operational environments and responsibilities. By rotating officers through different geographical regions and functional areas—ranging from audit, enforcement, to taxpayer facilitation—the FBR aims to build a more versatile, skilled, and adaptable cadre of officers. This approach not only strengthens institutional capacity but also contributes to the professional growth and career development of individual officers. Moreover, such an approach reinforces federal structure of FBR’s service cadres.”

It said the posting of officers was based on a transparent evaluation of their past performance and overall contribution to the organisation. “This meritocratic approach is intended to foster a culture of accountability and motivation within the FBR, while ensuring that high-performing officers are new concentrations of officers within specific formations. The FBR also aims to prevent stagnation and promote a more balanced distribution of human resources.”

Recognising the critical role of field formations in national revenue mobilisation, the FBR has prioritised the placement of capable and experienced officers in high-potential revenue zones, it said. “Strengthening these critical areas is essential to meeting the country’s fiscal targets and improving compliance, enforcement, and taxpayer services. The new postings are thus aligned with FBR’s broader objective of enhancing revenue collection through better leadership, oversight, and field-level performance.”

Additionally, FBR has taken steps to ensure the smooth relocation of officers and to provide necessary support at their new places of posting, it added.
