Rabbani questions KP governor’s power to call assembly session

Rabbani emphasised that a speaker of a provincial assembly cannot summon a session except as provided for in the rules and the Constitution

ISLAMABAD: Former Senate chairman Raza Rabbani has questioned the powers of the Khyber Pakhtunkhwa governor to summon the provincial assembly session on his initiative. He said that the power exercised by the governor for summoning the assembly, on his initiative, is not under the scheme and provisions of the Constitution, rules, and law.

“It is a travesty of the parliamentary system that a governor of a province summons a provincial assembly on his initiative,” he commented on the governor of Khyber Pakhtunkhwa’s act of summoning the provincial assembly.

Rabbani emphasised that a speaker of a provincial assembly cannot summon a session except as provided for in the rules and the Constitution, i.e., when a session has been requisitioned by the members of the provincial assembly.
