We have experimented with all sorts of governance systems since 1947. We have had parliamentary, military and presidential forms of government. Parliamentary and presidential forms of governments are successfully in use in many countries of the world. Unfortunately, none of these have suited or worked in Pakistan. For the man in the street it makes no difference as to the form of governance. Those at the helm of our affairs are least bothered about the common man and don’t much care for ensuring good governance.

It is time we looked for an alternate governance system that would prove to be more effective. It is proposed that we examine the system prevailing in the People’s Republic of China where ‘all power within the government is divided among several bodies: the legislative branch, the National People’s Congress; the executive branch, the State Council; the judicial branch, the Supreme People’s Court and the Supreme People’s Procuratorate; the military branch, the People’s Liberation Army via the Central Military Commission’. The present system has proven to be ineffective. The sooner we adopt another system, the better.
