PCS officers to resist further induction into PMS
PESHAWAR: The Provincial Civil Service (PCS) Officers Association has vowed to resist further induction of non-cadre officials into the Provincial Management Service (PMS).
Coordinator to the Association, Fahad Ikram Qazi told The News on Monday that they had come to know through the media that the provincial government and certain other quarters had proposed further induction of the officials into the PMS.
“We have taken strong exception to the matter,” he said and added the association would uphold the sanctity of the civil service by struggling for the repatriation of those serving on deputation and or those inducted illegal into the PMS.
The case of an officer of the Fisheries Department, who has been inducted into the PMS, has also been reopened at the high court which will hopefully be settled accordingly, Fahad said.
The association, he said, had long been demanding repatriation of all the officers working on deputation basis on schedule positions. But our demand has not yet been fulfilled despite numerous directions by the chief minister and commitments by the Establishment Department, Fahad lamented.
Moreover, the provincial assembly’s technical committee for law reforms, headed by Aneesa Zeb, has convened a belated meeting on the matter of apportionment quota between the PMS and Pakistan Administrative Service (PAS) for Friday.
Fahad said the Association was of the view that the assembly had failed to exercise its powers under Article 240(b) and delayed the same because of the influence of the PAS.
As of now, more than 200 positions are lying vacant in PAS share under the quota at the KP affecting the governance adversely in the province and impedes promotions of the PMS officers, he informed. However, the provincial assembly body failed to exercise its constitutional powers to annul the apportionment formulae of 1993.
