This refers to the letter, ‘Local hopes’ (December 10) by Ali Ashraf Khan. The writer has laid out a useful work schedule for the MQM.

However, to be able to perform, the MQM has to, first of all, retrieve the substantial powers that a military dictator had given to local governments, but which the PPP government, while never failing to congratulate itself for devolution from the centre to provinces, had snatched back through repeated hacking of the Sindh Local Government Act.
