Passport woes

I have been trying to get my passport renewed since December 2014 but I have been given conflicting information about my case by officials at the immigration and passport department. While some say that it is a case of duplicate category, others point out that it is a blacklist case. Nobody is providing any guidance on how I should proceed with the matter.
This case should have been resolved subsequent to the letter written by the Nadra deputy director on March 3 that certified that I currently hold only one CNIC. Another letter was sent by the passport department in Peshawar to the assistant director of the BL cell on September 9 reiterating the position of Nadra but there has been no progress since. The interior minister is now requested to look into the matter.
