CDGL fails to check illegal animal salepoints

The City District Government Lahore has completely failed in ensureing the sale of sacrificial animals at the designated points as well as taking an effective action against illegal sale-points of animals across the provincial metropolis.
Establishment of illegal sale-points across the city are resulting in various problems such as traffic jams, spread of animal waste, stink and filth, security issues, increased movement of heavy and commercial traffic on city roads.
Citizens condemned the CDGL bosses for their loose control and questioned the writ of the government. They said animals sellers were openly roaming in streets and had occupied empty plots to sell their animals.
One can witness this problem in almost every city locality, especially those which are near entering and exit points of the provincial capital. The most affected localities include Sabzazar, Johar Town, Thokar Niaz Baig, Township, Faisal Town, Gulshan-e-Ravi, Sherakot, Baghbanpura and Kot Lakhpat.
Though the District Coordination Officer (DCO) Lahore had notified sale and purchase points in all the nine towns of the provincial capital, the town administrations had completely failed in implementing this decision.
As per DCO’s notification, sale and purchase of sacrificial animals will only take place at the specified points. These points are Bakkar Mandi Shahupur Kanjran in Allama Iqbal Town, Bismillah Housing Society, GT Road in Wahgah Town, LDA Avenue 1, Raiwind Road in Nishter Town, Banker Society near Kamahan Interchange in Gulberg Town and Bilal Town near Suggian Bridge in Data Town and Ravi Town.
Sources said the DCO Lahore also announced the SOPs for these points, ramps for loading/unloading of animals, drinking water for visitors/animals, fodder places for small/large animals along with Toka, animal sheds and seating place for visitors, masjid, public toilets, veterinary and human dispensary, complaint office/site office, canteen/restaurant, parking place, boundary wall/barbed fencing, animal washing area, directional boards, weighting scale, information centre, generators, CCTV cameras, public address system, electronic display system/market information desk, security guards, name of focal person/incharge of mandi, contact number of focal person, decoration and beautification, lighting arrangements and installation of ATM machines.
Sources, however, said most of these announced ‘facilities’ were missing from the notified sale points. Sources added that the recent rain had also played havoc to these sale-points due to which animal sellers had started shifting the animals inside the provincial capital.
Ajmal, an animal seller who is roaming on streets of Johar Town with three goats, said he wanted to sell his animals as soon as possible because his wife was under treatment at his native city Khanewal. “I can’t wait for a buyer to come to the sale-point and select my animals, so I myself have come to the city,” he said adding he had already sold two goats and three remained unsold. Talking about facilities at notified sale points, he said there are no facilities.
Bashir and Attaullah, who are walking along the main road in Sabzazar, said they came from Chunian to sell their cows. They said no one stopped them from entering the city. They said they came to Lahore to sell their cows on every Eid.
Ramzan, a resident of Burewala who was selling lambs in Faisal Town, said after rain he shifted to the city because the influx of buyers had reduced a lot. He said rainwater inundated the animal sale-points and there was no arrangement to drain out the rainwater from there.
CDGL spokesman, however, said the operation against illegal animal markets was underway, So far, the CDGL has captured dozens of animals besides arresting several people from different areas of the city.
