KU vice chancellor given additional charge of Dow University

KARACHI: Violating settled rules, the Sindh Governor House handed over the charge of vice-chancellorship of Dow University of Health Sciences (DUHS) additionally to the vice chancellor of the Karachi University (KU).
A notification number GS/9-20/2010(SO-I)/1187 issued on September 18, superseding the earlier order of the Sindh governor of September 15, (copy of which is available with The News) for handing over the charge of vice-chancellorship additionally to Dr Muhammad Qaiser without the consultation of the Sindh chief minister.
Amended rules of 2013 of the Sindh government for public sector universities of the province suggest that the governor who is also the chancellor of all public sector universities of Sindh could not supersede any order or notification which was done on the recommendations of the chief minister.
On the other hand Rule 12 (1) of Dow University Act 2004 read with amended act 2013 suggests that “a person having medical background shall be appointed as Vice Chancellor (Governor) on the recommendations of government (Chief Minister Sindh)”, but the KU VC Dr Muhammad Qaiser has been given the additional charge of vice-chancellorship of the DUHS without having any medical background. Qaiser, a professor of Botany, is Doctor of Philosophy (PhD).
Earlier on September 15, the Sindh Governor House had issued a notification in which the governor as chancellor allowed Dr Muhammad Umar Farooq, Pro-Vice Chancellor of the DUHS, to hold the charge of vice chancellor on the recommendations of the chief minister, but surprisingly, the governor within two days withdrew his previous order and handed over the charge to another unconcerned person without consulting the chief minister which is mandatory according the rule 12 (1).
The Governor House spokesman said the notification issued by the Governor House to allow the KU vice chancellor to hold the additional charge is in accordance with the law. It is completely a temporary arrangement and remains in place till the appointment of regular vice chancellor.
However, spokesman further refused to reply the questions.
Dr Muhammad Umar Farooq, DUHS discharged VC, claimed that he was sacked due to his actions against corruption and illegal means. Dr Farooq told The News that his first order, issued on September 15, was legal, and, as he got the charge of his post, he ordered for provision of record of litigation of the university and fees paid to lawyers, second he tired to control the activities of rouge elements of the varsity and resultantly he was sacked illegally within two days.
Sindh Chief Minister Media Coordinator Rasheed Channa told The News that rules should be followed in any matter, including this issue. Replying to a question, Channa said that rules are very clear regarding the powers of the chief minister and governor regarding the appointment and posting of vice-chancellors of universities of Sindh. Channa further refused to reply any quarries.
