Rawalpindi :The people have to face extreme sitting problems and are made to stand for long hours during getting their documents, including registry and power of attorneys, registered in the offices of Registrar in Kutchery and Tehsil Rawalpindi.
These offices are the main platform from where the government gets a lot of revenue but in return gives nothing except humiliation to people who come to get their sale or purchase documents registered with Tehsil and Kutchery office.
No sitting arrangement are made as old men and women, with some illness and sometime young women carrying babies in their lapses, do not find any place to sit as the process to get registered their documents is sometime becomes lengthy during rush hours. No water cooler is placed as thirsty persons have to bear the situation helplessly and cannot leave the office as any time their names will be called by Muharar Junaid Kiyani, Malik Naseer and Qaisar, sitting in Kutchery and Tehsil offices.
Mostly people said that the staff including Registrar should be made stand with us to carry out our work and then maybe they would realise the intensity of this embarrassing situation.
While there is no proper arrangements are made to take photos of sellers and purchasers of properties and witnesses and while they have to stand in front of the table of photographers in Kutchery to get snaps through mobile phones while they have to undergo intense situation in taking snaps in Tehsil office as the photographer sits at the extreme corner of main open space of Tehsil.
When DC Rawalpindi Saifullah Dogar contacted in this regard he said that he would try to solve this sitting problems in Tehsil and Kutchery offices but he has funds which are being spent on other important issues. The open space in Tehsil and Kutchery needs installation of fiber canopies and some round about 50 seats. DC said that he would also welcome philanthropist to make donation in shape installing canopy and seats to mitigate situation.
DC said that the other reason of shortage of funds is that people do not become filer and due to non-filers funds cannot be generated and therefore, several important projects have to put into cold storage. He said at present govt does not have funds to solve such masses problems.
Registrar Iqbal Sangaira said that government does not have the funds to meet this situation as some chairs placed in his office and other places are also have been purchased by his staff. He said he has to carry out hectic work in Kutchery and Tehsil offices. He is also entrusted with other duties like to monitor dengue outbreak, polio cases and listen cases in court.
The Tehsil office, where Muharar Junaid Kiyani sitting, is situated beside public latrine and presents filthy condition as no proper arrangements are made to keep it neat and clean. Men and women of all ages are made to stand outside this office as some of its part dug for lying gutter pipe and heap of mud could not be removed as this office situated at a congested place which also carried precious records of old registries and other documents.
Mostly Muharar Junaid Kiyani and Qaisar and Malik Naseer on behalf of Registrar record statement of people who come to get their documents registered in his absence.
