Islamabad: The founder and ex-director general of Emergency Services Academy and Punjab Emergency Service, Dr. Rizwan Naseer, has assumed charge as secretary general of the Pakistan Red Crescent Society (PRCS).
He initiated emergency service reforms in Pakistan. He is the founder and director general of ‘Rescue 1122’ — integrated emergency management system, which is a model for other provinces and Saarc countries. He also established the first modern Emergency Ambulance, Rescue and Fire Services, Disaster Response Teams and Community Safety Programme in all 36 districts of Punjab with a population of over 90 million. He has also established the Emergency Services Academy to ensure sustainable human resource development of long-neglected emergency services in Pakistan.
Dr. Rizwan Naseer’s motivation followed a study in 1991, which revealed the sufferings and mismanagement of trauma victims. He has worked as the representative of the National Task Force on Revamping of Civil Defence and Emergency Services for the Ministry of Interior, as a UNDP consultant, and as national coordinator for the Emergency Preparedness and Humanitarian Action Programme of WHO and the Ministry of Health. He has several publications to his credit. Dr. Rizwan is also a recipient of the Sitara-i-Imtiaz.
Welcoming Dr. Rizwan Naseer to PRCS, its chairman Dr. Saeed Elahi hoped that with his golden track record, the new secretary general will not only prove to be an asset for PRCS but also for the Red Cross/Red Crescent family. Dr. Rizwan assured Dr. Saeed that PRCS will emerge as a more effective organisation.
