Senior professors working under juniors in govt colleges
Sind’s College Education Department (CED) has placed a number of grade 20 professors as subordinates to their juniors in various colleges, The News learnt on Thursday.
Last year, the Provincial Promotion Board 1 held a meeting in April 2017 and promoted 74 associate professors from grade 19 to grade 20. However, the secretary colleges could not appoint the promoted professors to the positions that they deserved.
According to the CED’s official data, Associate Professor Rahat Ali of grade 19 is working as principal of Government Premier College-1, Karachi, and Prof Muhammad Shahid Iqbal of grade 20 is his subordinate.
The principal of APWA Government College for Women, Karachi, Prof Firdous Paiker, is a grade 19 officer, but Prof Nisar Fatima of grade 20 is working under her supervision. Similarly, the principal of Government Islamia Science College, Karachi, Associate Prof Nadeem Hyder of grade 19, is working at the college as a senior to Prof Shafqat Hussain Khadim of grade 20.
Likewise, the principal of Government Degree College for Boys and Girls, SRE Majeed, Karachi, Associate Prof Tariq, is serving the college in grade 19, but Prof Siddiq Unar of grade 20 is working under his command.
The same type of irregularities in service rules have been reported from Government Dehli Science College, Karachi, where Associate Prof Asma Noor of grade 19 is principal, whereas Prof Razia Begum of grade 20 has been forced to work under her supervision.
The principal of Government Khatoon-e- Pakistan Girls College, Karachi, Prof Shahida Kalhooro of grade 19, is principal and Prof Naheed Iftikhar of grade 20 is her junior at the same college. The situation at Government Superior Science College, Karachi, is not different than other colleges where Associate Prof Ilyas of grade 19 is the principal, but Prof Ahsan of grade 20 is having to obey orders of his junior officer.
In the same way, the principal of Government SM Science College, Karachi, Associate Prof Ghazala Arshad of grade 19, is working as senior to Prof Safeer Ullah of grade 20 in the college. The principal of Government SM Arts College, Karachi, Associate Prof Hafeez Ur Rehmanof of grade 19, is working as principal at the college, while Prof Saeed of grade 20 is his junior at the college.
There are a number of colleges where associate professors of grade 19 have been posted while competent professors of grade 20 are working under their juniors. The colleges where juniors have been deployed as seniors are Government College of Commerce and Economics, Government Jinnah College, Government Degree College, Malir Cantt, Government Aisha Bawany College and Government College for Women, Nazimabad.
When The News contacted Pervaiz Ahmed Sehar, secretary for colleges, he said the department had placed all the principals according to the budget book. He said the 19 grade principals would be appointed to the colleges. “The rules are very clear. If there is no seat for grade 20 professors, then what could the CED do for them?”
