Violation of rules: PAC body directs MD NESPAK to report within a week

ISLAMABAD: The sub-committee of the Public Accounts Committee on Implementation and Monitoring on Tuesday expressed its dismay over the Managing Director NESPAK for not taking action against the officials who were promoted in violation of rules and directed him to report the committee within one week with fixing the responsibility of delay.

Meeting of the sub-committee of the PAC was held on Tuesday with the chair of its Convener Chaudhry Nazir Ahmed in which the audit paras related to Petroleum Division were examined. Additional Secretary Ministry of Energy told the committee that the departmental committee probed the illegal promotion but in the report no illegality was pointed out and later this issue came up before the PAC, which referred back the matter to department for inquiry but no illegality was found in the inquiry conducted by the ministry and NESPAK.

The audit officials told the committee that the PAC directed the MD NESPAK in 2013 to point out those officials who got promotion in violation of rules and to take action against those who were promoted in violation of rules.

MD NESPAK told the sub-committee of the PAC that departmental committee did not found any violation of rules in the promotion of the officers and consultation was also made with corporate lawyers.

The officials of the PAC secretariat told the committee that the NESPAK did not implement the directives of the PAC and two days back information received from the NESPAK that inquiry was being conducted.

Mehmood Khan Achakzai remarked that the PAC directives to be implement at any cost and if not implemented then it will be clear violation of the PAC directives. The officials of the PAC wing opined that it was a case that should be referred to the NAB.

The Audit officials opined that the audit para clearly pointed out the violation of rules in promotion of the officials and the MD NESPAK should also be included in the inquiry. The audit officials said even the salaries of six years were not recovered and directives of sacking them from the job were also not implemented.

The sub-committee of the PAC directed for fixing the responsibility, recovery of salaries and submission of report of implementation of directives of the PAC within one week time.

While examining another audit para, the audit officials told the sub-committee

of the PAC that Sui Southern Gas Company did not recover Rs20 million in the head of transit pass security from KMC since 1996-97 and now the case is in the court of law.
