CII recommends speedy trial court for heinous crimes

ISLAMABAD: The Council of Islamic Ideology (CII) has recommended that speedy trial courts are needed for such heinous crimes like Zainab murder case in order to ensure easy and immediate redressal to the victims.

The 210th meeting of the CII, chaired by Council’s chairman, felt there was need to create an environment where the people could feel that the criminals involved in heinous crimes would get exemplary punishment. “Certainty of the penalty is more important solution than severity of punishment to the growing social malaise in the present situation. This can ensure reduction in crimes,” the CII meeting in its recommendations said.

Dr Qibla Ayaz told newsmen that the meeting was called with particular reference to the Zainab murder case and also furnished recommendations to halt such incidents.

The penalty, the CII recommended, could be publicised through modern means of communication in order to achieve the Islamic objective of deterrence of the crimes which is the main objective of the Islamic theory of penalty.

The day-long meeting was attended by CII members Dr Sajjidur Rehman, Allama Abdul Hakeem, Justice (R) Muhammad Raza Khan, Dr Samiyah Raheel Qazi, Sahibzada Zahid Mehmood Qasmi, Maulana Imdad Ullah, Allama Syed Iftikhar Hussain Naqvi, Justice (R) Manzoor Hussain Gillani, Dr Qari Abdul Rasheed, Arif Hussain Wahadi, Abdul Zafar Ghulam Muhammad Sialvi, Maulana Hafiz Fazalur Raheem, Malik Allah Bakhsh Kalyar, Khurshid Ahmad Nadeem, Ragib Hussain Naeemi, Pir Roohul Hussnain.

The council unanimously opined that the justice system of Pakistan has become outdated and has failed to provide justice to the people. Major steps are needed to develop a totally new Justice mechanism. The council unanimously adopted the recent State narrative and fatwa--the paigham-e-Pakistan and recommended that legislation should be initiated through Parliament to ensure its practical implementation.
