Help with bill

I received a gas bill for Rs11,460 for December 2014 when my routine monthly consumption is no greater than Rs1,340. I complained to the officiating director who handed the case to one of his subordinates on February 15, 2015. The subordinate was to visit my house on February 17 but no one showed up.
Back in December 2013, I was charged a similar unusual amount of Rs10,334 for gas consumption and upon inspection a visiting team discovered a bad leak on my meter and whereas the leakage was repaired I was not compensated for the loss. Why do I have a feeling that we are being robbed to cover for the utility thieves in full knowledge of the gas company? I am 82 years old. I do not have the strength to fight the irregularity and ineptness of those responsible for power distribution.
