NAB ignores Dar’s notarised medical reports from UK doctors

LONDON: The National Accountability Bureau (NAB) has been ignoring and discarding Senator Ishaq Dar’s notarised medical reports by UK’s Foreign Office and Pakistan High Commission, the papers show.
This correspondent has obtained copies of Ishaq Dar’s medical reports which show that Dar provided certified medical reports from the National Health Service (NHA) doctors and NHS regulated well-reputed hospitals but this evidence has been ignored.
Senator Ishaq Dar, who is currently undergoing medical treatment and investigations in London, filed a writ petition with Islamabad High Court (IHC) on Saturday December 2, 2017, requesting that the IHC should set aside order of the Accountability Court dated November 21, 2017 and all subsequent actions which include issuance of a non-bailable arrest warrant and initiation of procedure to proclaim Dar an offender as Mr Dar has been undergoing medical treatment in London and has been continuously providing notarised and attested copies by UK’s Foreign Office and Pakistan High Commission in London to the Accountability Court but the court chose to ignore the medical certificates.
It is important to note that the Accountability Court issued the proclamation while curtailing the mandatory period of 30 days to a mere 10 days by invoking Section 17(c) of the National Accountability Ordinance 1999, which Mr Dar’s Attorney believes too is illegal.
In the petition, Dar’s counsel has also accused the NAB to purposefully avoiding to independently verify the medical reports. The petition says: “That the said certificate duly endorsed by the High Commission of Pakistan, inter-alia dated 06.11.2017, was produced on 08.11.2017 and Respondent No. 1 was pleased to direct Respondent No 3 to get the same verified from the quarter concerned, which they deliberately avoided and the direction of Respondent No 1 remained un-actioned for obvious reason that if the medical report stood verified; the prosecution has no legs to stand upon to oppose the medical certificates, inter-alia…”
Ishaq Dar, who led a Pakistan delegation in Dushambe, Tajikistan on October 27, proceeded to Saudi Arabia for Umrah from where he was scheduled to return to Pakistan on Sunday October 29, 2017, but felt heaviness in his chest while he was in Saudi Arabia and came to London in order to undergo medical tests on account of heaviness in his chest for which he had received emergency treatment in Saudi Arabia.
The NAB is scheduled to hear Dar’s case today (Monday) and have also called upon Ali Quddusi who deposited surety bond for Dar when the bailable arrest warrant for Dar was first issued in October 2017.
Record available with this reporter shows that Ishaq Dar went for a check-up on Sept 22 this year with Dr Christopher Baker and went back to Pakistan to attend the court hearing. He was checked by Dr Christopher Baker on 03rd and 6th November; checked by Dr Ranjit Deshpande (Consultant Cardiothoracic Surgeon) on 16th Nov; by Professor Mark Monaghan (at London Bridge Hospital) on 16th Nov; again by Professor Mark Monaghan (at London Bridge Hospital) on 27th Nov; and by Dr Ranjit Deshpande on 30th Nov.
A medical report issued by London Cardiac and Vascular Associates states that Ishaq Dar has been undergoing treatment for narrowing of his proximal LAD disease and associated symptoms. There was a suspicious lesion seen in proximal LAD during angiography; which is the site where Mr Dar had stent in Pakistan.
A recent dobutamine stress echocardiogram was stopped at 9 minutes because of symptoms of shortness of breath, chest tightness and fatigue.
The report also mentions that there could be apical hypokinesia and reversible ischemia in the apex and septum and considering these findings, an Adenosine Cardiac MRI is being arranged next week to assess the exact nature of cardiac muscle affected and areas as well as the extent of reversible ischemia.
