‘LHC to use case flow management system’

The enterprise Case Flow Management System (CFMS) will be exercised by all principal seats of Lahore High Court (LHC) after court vacation.

This was announced by Punjab Information Technology Board (PITB) Chairman Dr Umar Saif Chairman while briefing the media on automation of judiciary and police here on Saturday. 

Dr Saif said that for reforms in criminal justice system, the projects initiated three years back had now started yielding results. Around 1800,000 cases were pending in the courts all over Pakistan, which included 1500,000 cases in lower and remaining 300,000 cases in higher courts, which required automating the judicial system through IT-led programme to dispense timely justice with utmost transparency, he said. 

He added that, under the system, cases would not be adjourned till new date was not fixed, which would be determined on case basis and bench load considerations by gradually taking out the manual element. The built-in scrutiny linked with CRO, FIR, SECP, NADRA, FBR, etc, would reduce the chances of fake and frivolous cases, he said. 

"Under the new systems, we needed to pass through the learning process to overcome the difficulties and problems to further improve these apps. The changed management has a big role in implementing them successfully," he remarked. The PITB chairman stated that the automation of Punjab Police through technology was now operative in 713 police stations all over the province.  “Hotel Eye” recorded 12,60,591 check ins and among them 5,723 criminal record holders were traced and arrested 318 criminals at large, he informed. He stated that so far 637,635 tenants were registered under Tenant Registration System (TRS), which traced 7,532 criminals. The Investigation Toolkit operational in 36 districts of Punjab checked 232,989 individuals and 104,028 vehicles. The police beat book recorded 259,675 entries, 119,162 Afghan Refugees verified in Punjab while 113,943 Madaris, 64,290 Masajid and 3,642 minority worship places were tagged, he briefed. 

MoU: Punjab University and Shaheed Zulfiqar Ali Bhutto Medical University (SZABMU) on Saturday signed a memorandum of understanding (MoU) to share human and technical resources in research and development. 

According to the MoU, PU’s Centre of Excellence for Molecular Biology (CEMB) and SZABMU would exchange and disseminate scientific data, skills and techniques and would utilise advanced research facilities and clinical materials in their respective laboratories in cooperative projects of research. 

Both parties would jointly undertake training programmes to generate cadre of specifically trained manpower through training courses, symposia and seminars. The two universities also agreed to extend cooperation in various other areas of mutual interest. 

The MoU signing ceremony was attended by PU Vice-Chancellor Prof Dr Zafar Mueen Nasir, SZABMU Vice-Chancellor Prof Dr Javed Akram, PU Centre of Excellence for Molecular Biology (CEMB) Director Prof Dr Tayyeb Husnain, PU Registrar Dr Muhammad Khalid Khan, PU Faculty of Health Sciences dean and renowned orthopedic surgeon Prof Dr Syed Muhammad Awais, Director External Linkages Dr Fauzia Hadi Ali, SZABMU Registrar Dr Ayesha and others. Dr Zaffar Mueen Nasir and Dr Javed Akram agreed that the MoU was a good initiative to move forward in research and development in the relevant scientific fields. They said this scientific and technical cooperation would advance the existing practices in clinical and medical molecular biology and strengthen the ongoing R&D activities in health and medicine.
