A report exposed the ugly side of police. According to it, a police officer of the rank of inspector offered a stranded 22-year-old girl a ride home and instead brought her to a house in Sector G-9/3 and raped her.
Inspector Haider Ali, attached with the CIA Police, Islamabad, was charged with sexual assault after ensnaring the girl on February 2 evening and freed her next morning after forcibly molesting her the whole night.
A policeman should be ashamed of even to be guilty of breach of trust as he is believed to be the defender of honour, life and property of public, but breach of trust on the part of police officials is reported almost daily from different parts of the country, the official of an NGO said.
“We are living in an uncivilised society with a high rate of financial and moral corruption, dishonesty, gluttony and hypocrisy. Our police are the exact reflection and ditto copy of our society,” a police officer remarked, when asked about the behaviour and character of policemen. “In these circumstances, it is a hard task to eliminate black sheep from the police department because corruption, in different forms, has become culture of police,” the officer averred, adding that they would remain unbridled.
Financial corruption could be tolerated to some extend, but moral corruption is excruciating and awful, he maintained.
According to the FIR (No. 78) lodged with the Margalla Police Station, Sadia Bibi, daughter of Mohammad Bashir, hailing from Okara, said in her written application that she was living with her aunt Rukhsana, widow of Khawar Mehmood (late), at House 1, Block 38, G-11/3, Islamabad, since her childhood.
“I was walking towards Markaz F-11 from my residence for shopping at about 3 p.m. when a white Suzuki Cultus car, bearing registration number ICT-933 and driven by a uniformed policeman, stopped near her. According to her, he asked her to sit in his car for a ride to her house but he took her to a room in Markaz G-9. He offered her a soft drink with liquor added in it. The victim alleged that the inspector raped her forcibly and released her in the morning. The victim, identifying the accused as Inspector Haider Ali, requested the police authorities for conducting medical examination.
Sadia went to the office of AIG (Operations) Sultan Azam Temuri and narrated her shivering story.
The Margalla Police registered a case under 376 PPC on AIG’s order but did not add the kidnapping offence and conducted medical examination.
Police investigators, however, are allegedly trying to twist the case in favour of the accused police officer and searching for loopholes in the case. According to them, police have got evidence to prove the victim as a 'professional'. But it does not mean that police officers were allowed to rape prostitutes. The police investigators visited Markaz G-9, met with people living in the surrounding rooms and pressurised them not to stand with the victim, a resident of Markaz G-9 claimed.
Investigation Officer (IO) Mumtaz Baig didn’t respond when contacted on his mobile phone to know update of the case. However, police sources at the Margalla Police Station disclosed that police were going to hush up the case and gather negative evidence to twist the case against the victim.
The hospital sources, quoting preliminary medico-legal report, confirmed rape and indicated that symptoms were visible to prove the offence of rape.
According to the report, the accused told the victim that if she told anyone about the incident, he would kill her and her family.
AIG Operations Sultan Azam Temuri confirmed the report when contacted by this correspondent, saying that police were trying to hunt down Inspector Haider Ali. He said that the accused police official will be dealt with according to the law. The AIG said though it is a hard task to eliminate black sheep from the department, yet the authorities would keep trying to straighten the personnel. He said that ruthless action would be taken against the corrupt officials. He said that investigators have been warned to investigate the case on merit. He said that it was the obligation of police to lodge FIRs on every complaint and produce the challans in the court of law after investigating cases on merit.
