Non-bailable arrest warrants for Lahore CCPO issued

LAHORE: Anti-Terrorism Court Judge Haroon Latif Tuesday issued non-bailable arrest warrants of Lahore CCPO Muhammad Amin Wains for not complying with the court orders in pending cases before the court against Lashkar-e-Jhangvi affiliate Rauf Gujjar in gross violation of the National Action Plan against terrorism.
Previously, the same court had issued orders to attach the salary of the CCPO for not producing police witnesses in a case against Rauf Gujjar, a sectarian killer. The court had directed the police officials many times to produce witnesses in cases against Rauf Gujjar, but they did not submit any reply nor witnesses turned up to record their statements. On Tuesday, again witnesses did not appear before the court and it was informed that the police officials who had conducted investigation of the cases against Rauf Gujjar are in Sindh province to investigate other cases.
The News has learnt a CIA investigation team who deals with counterterrorism cases includes Usman Haider, Shabbir Niazi and three others.
This team had investigated five cases against Rauf Gujjar pending with the court but the team yet has not recorded its statement. The case which are pending before the court include attack on journalist Raza Rumi, murder of Maulana Nasir Abbas, Maulana Shams-ur-Rehman and two others.
As per details, police had arrested a group of target killers affiliated with Lashkar-e-Jhangvi including Abdul Rauf Gujjar, Sabir Shah, Sheikh Farhan Rafiq, Shafaqat Farooqi, Muhammad Hashim and Salman Pathan. As per police, the killers had confessed to 18 murders besides several armed robberies. The group killed various personalities including Maulana Nasir Abbas of Multan, Maulana Shams-ur-Rahman Moavia, Shakir Rizvi, Khurram Raza Qadri, Ghulam Raza Jafri, Professor Shabih Ul Hassan, Dr Sagheer Asghar Baloch of Quetta, Ali Hussain Qizalbash and driver of Journalist Raza Rumi.
Previously, the court had issued orders to attach the salary of CCPO Muhammad

Amin Wains. The court had summoned the CCPO directing him to explain non-compliance of the orders. The police had submitted the challan in the murder case of Ahle Sunnat Wal Jamaat
(ASWJ), Punjab president, Maulana Shams-ur-Rehman Moavia, declaring Rauf Gujjar guilty. Moavia was murdered on December 5, 2013. Rauf Gujjar was arrested as prime suspect and a case against him was registered under 7ATA and other sections of the Pakistan Penal Code. The court had summoned private witnesses, but they did not appear. Later, the court directed the police to assure the presence of the witnesses. However, the police officials neither complied with the court orders nor submitted a reply in this regard. After this, the court directed the Lahore CCPO to look into the matter and produce the witnesses. He too did not comply with the court orders.
