Pakistan still struggles in terms of political transparency and accountability in governance. A healthy democracy means that the government must remain in touch with the people, take decisions openly and leave room for criticism. When no one is consulted or a debate is not held before a key decision is reached, there is a belief that there is something wrong in the process of decision making. The Punjab Defamation Bill, passed earlier this year, is a good example. This important law relating to freedom of expression was passed without the required level of consultation with civil society, journalists and even legislators.
The realm of public service, including health, education and local government, remains in a state of mismanagement and transparency deficit. This undermines democracy and faith in the political system. In order to enhance governance in Pakistan, we should ensure the people are consulted before passing significant legislation, we must encourage disclosure by ensuring that all government information, expenditures and judgments are open to all and ensure all institutions remain independent.
