CDA withdraws development charges

Islamabad:The Capital Development Authority (CDA) has withdrawn an earlier notification regarding imposition of heavy development charges on allottees of residential sectors where affectees were allotted plots as per land acquisition and land-sharing basis.

Director Land and Rehabilitation, Samina Pasha on Wednesday issued a new notification while withdrawing a notification dated May 7, 2025 which also signed by her. As per an earlier notification, the Capital Development Authority decided to collect development charges at the rate of Rs9,000 per square yards from allottees of sectors C-13, C14, C-15, C-16, C-17, I-11, I-12, I-14 and I-15.

That notification said the decision to collect development charges was taken in the light of CDA Board's decision taken on August 13, 2024. The announced spread unrest among allotees who strongly criticized and protested the same. However, Director Land and Rehabilitation through the latest notification, clarified that board’s decision of August 13, 2024, would not apply in consonance with Section 3 of Land Acquisition and Rehabilitation Regulation 2007 (Land Sharing Basis) which provides for developed plots against land acquired to the affectees and land owners.

Meanwhile, the CDA Board meeting presided over by CDA Chairman Muhammad Ali Randhawa on Wednesday decided to award contract for development of Maragalla Enclave Phase-II on government to government and joint venture basis.

A statement issued by the CDA spokesman after the meeting said the contract for development of housing scheme would be awarded under section 42-F of Public Procurement Regulatory Authority (PPRA) which provides for engaging Government organization to develop any project and on joint venture basis. The board meeting also approved the revised layout plan of C-13 for purpose development of the sector as per Land Disposal Regulation 2005.

According to the revised plan, there will be land reserved for residential and commercial apartments, parking and public buildings. The meeting also approved a decision to repair faulty water works, water tankers and upgradation of tubewells to improve water supply in the metropolitan.
