Directive to establish ‘heatstroke rooms’ in jails
LAHORE: With a forecast of soaring temperatures and suffocating humidity in the coming days, the Punjab government has directed prison authorities across the province to implement urgent measures to protect inmates from heatstroke and other heat-related health risks.
According to official sources, IG of Prisons has issued special directives to all technical and health officers within the prison system, ordering the establishment of “heatstroke rooms” in every jail.
These rooms will be equipped with ice boxes and sufficient quantities of ice to offer immediate relief to affected prisoners. The directive further mandates round-the-clock provision of clean and cold drinking water in all prison facilities.
Inmates are to be encouraged to remain in shaded or well-ventilated areas, especially during peak heat hours. Kitchen ventilation is also being prioritised, with instructions to install and maintain exhaust fans to keep cooking areas breathable for staff and inmates alike.
“Inmates working in outdoor or semi-outdoor spaces will now perform their duties in two shifts - from 7am to 10am and then again from 4pm to 6pm - to avoid the most intense heat of the day,” reads the official circular. Between 10am and 4pm, all inmates will be allowed rest hours to minimise exposure.
Jail authorities have also been directed to stock up on essential life-saving medicines and medical equipment in prison hospitals. The measures also include welfare provisions for on-duty staff. Prison guards manning watch towers and perimeter walls are to be supplied with water coolers, ice, and fans. Warders in various prison zones - including kitchens and barracks - are to receive buttermilk (lassi), salt, cold water, and ice to help them stay hydrated.
