Comparison of Manifesto of three Political parties,--PML-N, PPP and PTI as under Agriculture sector

ISLAMABAD: The three major political parties, Pakistan Muslim League-Nawaz, Pakistan Peoples Party and Pakistan Tehreek-e-Insaaf have more or less same focus on all sector with different strategies.

The comparison of Manifesto of three Political parties,--PML-N, PPP and PTI as under Agriculture sector. 

The PML-N in its manifesto pledges for provision of interest free loans for farmer, direct Kisan markets for farmers, use of drone technology for agriculture sector Food Stabilization funds for the Agriculture sector for the stabilization of the prices, Research funds for hybrid seeds, solar tubewells and Increase in production.

The PPP pledges in its manifesto issuance of Kisan Card. Crop insurance scheme, easy provision of loans, Price support system, establishment of seed ban against imported seeds, digitized the to land through GSP, establishment of warehouse, continuation of Prime Minister’s Kisan Package and formation of small markets .

The PTI pldges in its manifesto for Agriculture sector envisage lining of the canal, the enhancement of the production of seed and fertilizer through technology and National Agriculture Emergence to be relaunched Crop insurance Increase in yield per hectare of wheat and rice.

In the Education Sector, the PML-N envisage increase of 4 percent of GDP fr the education expenditures, 0.5 increase in GDP for Higher Education, Opportunities progamme , Establishment of Evening Schools, more Danish Schools, Start of Machine learning programme, Launch of University Industry Program and ncrease access to higher education from 13% to 30%.

The PPP Pledges for education Sector, allocation of 5 percent of GDP to education, ! percent of GDP on research and innovation , enforce the free compulsory education for all childrens, establishment of E-learmning farms, Teach your daughter programmem, Go To School programme “Scool Jao, Hunar Barhao) abd Primary School 30 minute distance and Higher Secondary school will be 60 minutes distance.

The PTI Pledges for Education Sector, thespending of 4 percent of the GDP on Education, target of 90 percent litracy to be achieved, establishment of news education institutions, restructuring of the Examination system and Restructuring of examination system Grading rather than positional system.

For the health Sector, The PML-N pledges for the provisionof free medical treatment to low income segment of society, estashment of Hospital Mangement Authrity, establishment of the Medical City in Provincial Capitals, Cancer Hospital in all the provinces, Introductio of Clinic on Wheel, Introduction of new vaccines, Facilities of Tele-Medicine and introduction of the Centralized Stroke Management Sysytem.

The PPP for the Health Sector pledges in its manifesto spending of the 6 percent of the GDP on Health, introduction of Wasella-e-Sehat Programme, increase in nursing Collages, reaserch and introduction of new vaccines and establish the Maternal and Child hospitals.

The PTI pledges for the enhancing the scope of Health Card, establishment of Tele-Medicine, the better provision of healthcare through Public and Private Partnership, Implementation of electronic health record and Tele-Health and estabalishing a Medical tourism.

Economy

The PML-N aims to reduce the inflation to 4 to 6 percent , target toa achive reduction of Inflation to 10 percent by 2025, creation of 10million jobs, bring down the current account defict to 1.5 percent of GDP, increase the exports to $60 billion , raised the growth rate to 6 percent, reduct e the poverty by 25 percent, reducing the unemployment to 5 percent, raising the per capita income to $2000, raise in salalries against the inflation and comlete abolish of circular debt.

The PPP aims for the raising the tax ratio to 15 percent of GDP, the provision of soft loans through Waseela-e-Haq Programme, strict decisions for economic sovereignty, announcement of new NFC award, complete abolition of subsidies for the elite to save Rs1.5 trillion, increase of 8 percent in salaries every year, investment in development projects and creation of new sources for attracting the foreign investment.

The PTI aims to bring down the inflation to 5 to 7 pecent , creationof 10 millions jobs opportunities, to bring the laonss to 60 percent of the GDP, 60 percent of the development projects will be brought under the Public Private Partnership, more focus on Foreign Investment.

Power sector

The PML-N aims to bring down the tariffs of electricity bill by 20 to 30 percent, raise the power generations to additional 15,000 MW, generation of 10,000 MW electricity through Solar, aims to bring the new power policy, agreements with the IPPs in Pakistan currency, the establishment of National Global Energy Trading Company, establishment of Green Energy Funds and conversion of power generation companies from gas to LNG.

The PPP pledges in power Sector in its manifesto for provision of 300 units of free electricity, establishment of Solar Parks in every industrial zone, more focus on Solar, wind and hydel for power projects, programme, prioritizing the Waste to energy technolog, transfer of grid station to solar in villages, conversion of buildings to solar and incentives to production of electric vehicles.

The PTI wants to give mor focus on solar and wind power, meging of NEPRA and OGRA into one, privatization of DISCOs, reforms in Power Sector, exploration of new resources of oil and Gas, reforms in enrgy sector and establishment of solar parks at the land of Railways.

Foreign policy

The PML-N aims the promotion of trade and energy cooperation , useof OIC forum for the unity among the Muslim countries to stand united on the issue Palestine, Kashmir and Islam phobia , better relations with the Muslim Countries, export of Manpower in Gulf countries, , promitio of peace better management of the borders , relations with the India based on equality and completion of the CPEC projects.

The PPP aims for the constructive engagements with neihhbours, Foestring ties with the Middle east, GCC and Muslim World, revitalizing diplomacy and global outreach, investing multilateralism.

The PTI in its manifesto on Foreign policy emphasis for more trade for the relations with world, not to be come partner in some else war, take steps for the peace in the region , stood with Kashmir and Palastine and to pfurther strengthen the trade relations with China, Afghanistan and Iran.

Constitutional and judicial reforms

The PML-N pledges in its manifesto that the decisions in major case in one year while in minor case the judicial decisions be made within 2 months, Establishment of Panchiyat sysyem, the Judicial appointments on merit, live coverage of courts proceedings, establishment of E-courts, formation of commercial courts and NAB be disbanded.

The PPP in its manifesto made a pledges in Constitutional and Judicial reforms for the creation of Federal Constitutional Court, amendments in appointment of Judges mechanism, the creation of Judicial Complaint Commission.

The PTI pledges in its manifesto for the Constitutional and Judicial reforms formation of Independent Judicial Commission, transparent appoint in Judiciary , Nomination Security Process and estabsiment of Truth and reconciliation.

The PML-N has planned the constitution of a panchayat system and said decisions in complicated and big cases will be made mandatory in one year, and in ordinary cases, decisions will have to be given in two months.

Court proceedings will be broadcast live, and court appointments will be made on merit. E-courts and commercial courts will be constituted and NAB will be abolished.

The PTI says that an Independent judicial commission will be formed, judges will be appointed transparently, and there will be a nomination scrutiny process. For remote areas, video justice will be ensured while a truth and reconciliation commission will also be formed.

The PPP has promised that federal constitution courts will be formed, and there will be an amendment in the law for the appointment of judges. To reduce the burden of pending cases, new judges will be appointed. A judicial complex commission will be set up, and system will be put in place for solving commercial cases.

Information technology

The PML-N has set the target for the IT exports at $20 billion, while 5 million students and freelancers will be trained in this regard. The federal and provincial capitals will be made wi-fi cities. For smart applications, Pakistan technology funds will be introduced and five big cities will be made IT cities.

The PTI has set the IT export target at $30 billion and the share of investment in the Gross Domestic Product (GDP) will be 20 percent. The PPP plans to ensure investment in the IT sector, there will be tax exemption in the IT sector for investors, tax reforms will be introduced for the IT sector, and a Peoples Reform Programme will be introduced while the red tape culture will be abolished.

Labour policy

The PML-N has said in its manifesto that they will initiate a new labour policy, while health and education cards will be issued. There will be an increase in the minimum wage, a National Labour Helpline will be launched and a retirement plan will be given through EOBI. The PTI has vowed that the existing labour laws will be made better. The PPP has said there will be a labour card, children’s fees, health insurance, social security, and pensions. The old age benefit and Sindh Labour Policy will be implemented.

Sports

The PML-N plans to issue sports cards. Players will be given health insurance. There will be extension in the health insurance and Prime Minister Youth Programme, while 250 new stadiums and sports academies will be set up and Pakistan’s first sports university will be established. The PTI has said that there will be expenditure on sports-related programmes and investment in sport’s infrastructure. For new grounds and infrastructure, there will be a plan, and proper planning for sports and culture centres in urban and rural areas. The PPP has said that playgrounds will be upgraded, and new grounds will be set and existing sports facilities will be made better.

Youth

The PML-N plans to revive student unions. In a bid to empower the youth, a new federal ministry will be formed. For IT startup, there will be a new fund, a National Youth Portal will be initiated and a Youth Skill Development programme will be launched. The PTI has said the Kamyab Jawan Programme will be continued. The PPP will initiate a youth card, while the fresh graduates will be given a stipend for one year. For higher education, easy loans will be given, and youth centres will be established across the country .

Trade

The PML-N in its manifesto has vowed to annual exports of $60 billion, exempting exports from domestic taxes, reducing raw material import duty and increasing export duties, tax concessions for new export sectors, and green financing in the State Bank of Pakistan.

The PPP pledges in its manifesto to review old agreements anew, provide subsidy on the production of local goods, eliminate unnecessary and wasteful subsidies, and stress on investment in blue economy.

The PTI promises in its manifesto to ensure exports make up 15 per cent of the GDP, to have identified 4,000 products that will help exports, to reduce the international trade tax, and free trade agreements with different countries.

Women empowerment

The PML-N has vows strict enforcement of laws against dowry, insurance for every girl child, establishment of women’s police units at all police stations, elimination of gender discrimination in salaries, concession in public transport with transport card, and establishment of a separate cyber crime wing for women.

The PPP pledges increasing the number of women’s reserved seats in the assembly from 17 per cent to 33 per cent and general seats from five per cent to 15 per cent, 1000-day free nutrition programme for pregnant and post-partum women, bringing female agricultural workers on an equal footing with men, and expanding the Pink Bus Service.

The PTI promises 25 per cent quota for women at all political levels, system for protecting the income of non-traditional women, system of setting up nurseries and daycare centres at all institutions, and making it mandatory for family courts to decide cases within six months.

Local government

The PML-N has promised LG elections within 90 days of the governments’ dissolution, special LG service cadre, at least 30 per cent share of LGs in revenue, and developing municipal bonds and land value capture system. The PPP pledges reviewing Article 140-A (this article of the constitution is about LGs).

The PTI promises that municipal bodies will be used to resolve local disputes, and that municipal bodies will have the authority to recruit and promote officials up to grade 16.

Environmental policy

As part of its environmental policy, the PML-N vows ridding Pakistan of smog, completely banning plastic bags, banning the use of animals for entertainment at political events, implementing the carbon credit policy, controlling crop fires, and converting traditional stoves to zigzag stoves.

The PPP pledges eliminating plastic bags, implementing the clean air policy, protecting wild and aquatic life, establishing a climate development fund, and launching Green New Deal for environmental investment.

The PTI promises nationwide expansion of the Billion Tree Programme, review of the environmental policy, and comprehensive planning to control environmental pollution.

Tourism

For tourism, the PML-N vows establishment of a tourism finance corporation, promotion of national centre for brand development, and further expansion of e-visa and on-arrival visas for more countries. The PPP pledges comprehensive planning for the improvement of tourism. The PTI promises medical tourism, and making tourism a multi-billion dollar industry.

Social welfare

As for social welfare, the PML-N vows protection of civil, social and religious rights, introduction of senior citizen cards, protection of minorities’ places of worship and assets, measures to deal with violence against minorities, and programmes for the rehabilitation of abused children.

The PPP pledges establishing old-age homes, allocating 0.6 to 1.2 per cent of the GDP for the protection of social rights, and establishing a minorities commission.

The PTI promises introduction of Ehsaas cards, continuation of the Ehsaas programmes, the Kamyab Pakistan programme and the Naya Pakistan Housing Scheme, and shelter homes for labourers.
