Proposals made for Sindh anti-corruption body reorganisation
KARACHI: The committee formed to submit suggestions for reorganisation of Enquiries and Anti-Corruption Establishment has recommended appointment of two senior directors of Grade-20 along with Grade-19 directors on divisional and deputy directors of Grade-18 on district basis.
The committee was formed on the directions of Caretaker Chief Minister Maqbool Baqar. Special Secretary of the Anti-Corruption Department Bux Ali Mehr headed the committee.
The committee has given suggestions to eliminate posts of 200 constables and increase in the number of posts of officer cadre. It reviewed the organisational setup of provincial anti-corruption bodies of Punjab KP, their organisation structure and working.
The committee was directed to review the organisation and functioning of anti-corruption body and submit a report for betterment of the department. It deliberated on the responsibilities of the Chairman’s office and advised the Special Secretary would aid the Chairman in administrative and secretarial matters.
The committee proposed creation of two positions for Senior Directors of Grade-20. These positions include Senior Director (Executive) and senior director (Legal). Additionally, each of six divisions in Sindh will be overseen by a director of Grade-19. Deputy directors will manage operations at the district level.
The committee reviewed the scope of operations conducted by the Anti-Corruption Committees i.e. ACC-1, ACC-II, and ACC-III.
Following thorough deliberation, the consensus was to propose a re-designation, consolidating these committees into two entities, the provincial committee and the divisional committee.
The provincial committee, led by the Chairman of E&ACE Sindh, will have senior director of ACE Sindh as a committee member. This committee will review cases from BS-17 and above. The divisional committee, headed by divisional director, ACE Sindh, will handle cases within its jurisdiction.
The committee members presented a proposal encompassing abolition and creation of positions in the Anti-Corruption Establishment Sindh, spanning from BS-20 to lower formations. Subsequently, the committee deliberated on each post, assessing both its sanctioned and operational strength regarding its need.
The most important post, Director Establishment, has also been asked to be changed from Grade-19 to Grade-20. Two senior directors (Executive) and (Legal) of Grade-20 should also be appointed at the Anti-Corruption Headquarters.
It is recommended to create 12 more posts of deputy directors, 41 assistant directors, 14 inspectors, 102 of ASIs, 24 data entry operators in the department.
