‘Sustainable LGs in Punjab key to uplift, democracy’
LAHORE:A sustainable local government system in Punjab, as mandated by the Constitution 1973 of Pakistan, is essential for promoting democracy, efficient service delivery, accountability, economic development, and community empowerment, as it ensures that power and resources are distributed fairly, allowing for inclusive and sustainable development that meets the unique needs of each locality within Punjab, said Baidarie Arshad Mehmood Mirza, the Executive Director of an NGO, and demanded local government system within no time.
Baidarie said: “A strong local government system empowers communities and allows them to participate in the decision-making process. It decentralizes power, reducing the concentration of authority at the provincial and federal levels. This promotes democracy and enhances the voice of the people in local matters. Local governments are better equipped to understand and address the unique needs and challenges of their communities. They can provide essential services such as education, healthcare, sanitation, and infrastructure more effectively and responsively.”
According to him, local governments are closer to the people they serve, making it easier for citizens to hold their elected representatives accountable. This increased transparency and oversight help combat corruption and promote good governance. He said a sustainable local government system can stimulate economic development by fostering an environment conducive to local entrepreneurship and investment. It can also ensure that resources are allocated to local projects for job creation and growth. “Local government promotes social cohesion and said that empowering local communities to govern themselves fosters a sense of ownership and responsibility. It can promote social cohesion and help resolve conflicts at the grassroots level.”
Hina Noureen said that local governments can be more attuned to local environmental issues and work to protect natural resources and promote sustainable practices in areas like waste management, land use, and urban planning.
Speaking on the occasion, Hina Noureen said that the devolution of powers from provincial authorities to districts and local government institutions at the grassroots level is a significant constitutional and administrative reform that has been implemented in several countries, and it's particularly relevant to Pakistan in the context of the 18th Amendment to the Constitution.
