Obama, Bush vs President Donald Trump and his illusions against Pakistan

By Senator Rehman Malik
January 04, 2018

Mr Donald Trump is bashing Pakistan from day one of him into the White House and now most recently in his tweet he has tried to give a negative angle to Coalition Support Fund (CSF) to divert the attention of the American people from and particularly his opponents to divert their attention from Russian leaks and to advance his geo-political agenda in South Asia. By discrediting Pakistan, actually he wants to pave his way to create so-called justification to violate the sovereignty of Pakistan.

In other word other, Mr Donald Trump is paving his way for some kind adverse action against Pakistan to destabilise this region including China to push the world nearer to third world war. Such irresponsible statements are certainly neither in the favour of America and its people and nor will it strengthen allies’ efforts against terrorism.

After 9/11, Pakistan and USA had agreed on the procedure of provision of CSF. Coalition Support Funds (CSF) refers to money from the Defence Emergency Response Fund (DERF) that is eligible to be used to reimburse coalition partners for logistical and military support to US military operations. Initially created by the Defence Appropriations Act for FY-2002, the law permitted DERF money to be available for payments to Pakistan and for logistical and military support provided to US military operations related to Operation Enduring Freedom in Afghanistan. These payments were authorised to be made as per the actual claim of Pakistan and to be determined as appropriate by the Secretary of Defence with documentation deemed adequate by the Secretary. Prior to any allocation of funds, the Defence Department was required to notify Congress at least 15 days in advance. The application of this procedure was made applicable to Israel, Egypt, Afghanistan and Jordan in addition to Pakistan.

The abrupt statement of President Donald Trump has shocked every Pakistani wherein he states that the United States has foolishly given Pakistan more than 33 billion dollars in aid over the last 15 years. President Donald Trump needs to see the procedure and the agreement made between Pakistan and USA after the heartbreaking attack of 9/11 in 2001. This CSF was subject to the clearance of security, defecse and concerned Congress Committee and obliviously under the governance of President George Walker Bush who served the United States from 2001 to 2009 and Mr Barak Hussein Obama who served as president from 2009 to 2017 during their respective tenure under question by President Donald Trump.

In other words while bashing Pakistan, President Donald Trump in fact has doubted and discredited the two elected presidents of USA to have done reimbursement foolishly. The word “foolishly” has been used for his two political opponents i.e. Mr Bush and Mr Obama and Ms. Hillary Clinton who served US as Secretary of State from 2009 to 2013, and the Democratic Party's nominee for president of the United States in the 2016 and also the other two US Secretary States Ms. Condoleezza Rice (2005 to 2009) and Mr. John Kerry (2013 to 2017).

President Donald Trump has tried to kill two birds with one stone; one to pressurise Pakistan and the second to prey his opponents as currently he is under the pressure from the Russian leaks being investigated by Mr Robert Mueller former Director The Federal Bureau of Investigation (FBI). As the inquiry is progressing against him and his close aides and some of them have already resigned from senior positions including General Michael Flynn who resigned as Donald Trump's national security adviser after weeks of speculation over his links to Russia as for first he denied his contact with Russians but later the availed evidence forced him to confess and resign.

Where Pakistan is continuously under his threats and I had written two articles earlier under the title of “Do more Pakistan’ syndromes of USA” published in ‘The News’ on August 15, 2017 and “The Trump Threat” published by ‘The Nation’ on August 24, 2017 and also an open letter to President Donald Trump on the next day on August 25, 2017. In the said letter and two articles I had advised President Donald Trump to please take along the entire Muslim community to fight against few terrorists and you will have full support of Muslims against terrorists. I had emphasised that your threat to the Pakistani nation had been viewed as a callous as Pakistan was expecting that you will treat Pakistan as victim of war and would appreciate its sacrifices in the war on terror. Despite threats from eastern borders, Pakistan has focused its resources both in terms of personnel and financial, on fighting against terrorists inside Pakistan and along Pak-Afghan border. The claim that US has provided billions of dollars to Pakistan has been made out of context as it was never been financial aid but payment against services provided by Pakistan to US and Nato Forces.

In fact USA failed to chalk out a Common strategy to fight against our common enemy destroying the peace of the world. Pakistan also must not ignore Mr Donald Trump leaning towards India as there is a close correlation between the unparliamentarily statements of Mr Donald Trump and PM Narendra Modi against Pakistan.

Apparently, it looks that Donald Trump is under terrible pressure from the ongoing inquiry and the Russian leaks which were used to influence the election damaging Ms. Hillary Clinton in presidential elections. The recent statement of Donald Trump calling the decisions makers as foolish is in fact reinforcement of his statements used during his election campaign against Ms. Hillary Clinton and two former presidents and almost the entire past US administration.

The second part of his tweet reads “They (Pakistan) have given us nothing but lies and deceit, thinking of our leaders as fools.” He has leveled the allegation of “lies and deceit” on Pakistan and has linked his allegations to his own American leadership as ‘fool’ and intact he has called the leadership of USA as abettors.

In fact, Mr Donald Trump has violated his own Constitution by suspecting his own country’s legal and administrative system dealing with such disbursement including the American enactment under Kerry-Luger Bill duly passed by American Congress?

Finally he says that “They (Pakistan) give safe haven to the terrorists we hunt in Afghanistan” which shows that he is absolutely misinformed as no country has done and suffered in war against terrorism and still it continues. It is serious war and not a scene of Red Indian movie in which hunter on his horse is seen hunting in Mexico as terrorists have become bigger hunters who are hunting worldwide using terror as their weapon.

I feel President Donald Trump needs a detailed briefing on ‘War on Terror’ and including how USA has fooled Pakistan not for once but time and again. Firstly by manipulating PAF Camp Badaber from July 17, 1959 until January 7, 1970 which was used by USA against Russia and for second time Pakistan was lured by US against Russia in Afghan war and thirdly US used our air, sea and land after 9/11 and still using Pakistan logistics. Sadly, instead to be grateful to Pakistan for its unmatched services and numerous sacrifices, President Donald Trump is bashing Pakistan. No country but Pakistan has received 75000 casualties of its civilians and troops with economic loss of $188 billion and huge devastation to its infrastructure. Pakistan has the right to claim the loss because of commercial airspace closure. President Donald Trump should realise that his precedes were not fool but intelligent however he used Russia against his opponents while the precedes successfully disintegrated the Soviet Union using the soil of Afghanistan.

I had close interaction with your three former presidents and three former Secretary States and had found them stable and with political wisdom who protected American interests well. I would like to advise you to have a detailed meeting with former leadership of USA who closely dealt with War on Terror before you repeat to make any such abrupt move against Pakistan.

Pakistan’s survival is certainly not dependent on US aid as Pakistan has suffered more than you can offer in compensation. Though you have confessed little help from Pakistan and please do quantify the said admitted help. Being the president highly influential country and super power, Mr Donald Trump should drive the world towards peace rather war as for own political scoring and diverting public attentions such statements never suits him.

“Our help as little help”, No more”, can you return back all those who lost their lives in war on terror to their dear ones?

I propose you to visit Pakistan and meet those families who have lost their dear ones in this war on terror which was imposed in the region by US. I appreciate Ms. Hillary Clinton who had visited some of these families and showed her solidarity with them and had felt their pain.

Mr President Donald Trump, one cannot improve upon failures, till one accepts the reality. And the reality is, stated by US top military officials, the US is not winning war in Afghanistan. Externalising this failure on Pakistan will not work, US’ policy makers need retro section, and reinforcement of failure is never a good strategy. Pakistan as a friendly gesture is ready to go back on the drawing board with regional stockholders and assist US in Afghanistan.

Beware of the fact that if any attempt is made to destabilise Pakistan then it’s us not going to restrict to this region but engulf the whole world including USA.

Mr President please march with the world towards peace and not to drag the world into war as wars always bring miseries and USA still have the touch of Vietnam war and graveyards in Washington still witness the tears of the families who lost their dear ones who lost their lives in this pointless war.

Let us work for peace and not for war.
