PMS officers oppose ‘more training’

PESHAWAR: The Provincial Management Service (PMS) officers at a meeting on Sunday protested the proposed six-month training and six-month field attachment and termed it a conspiracy against them.
The members of the association emphasised that the officers of PMS had acquired sufficient training regarding secretariat and revenue administration. They added that it was, therefore, decided not to acquiesce to this and other unfair measures designed to harm the integrity of the provincial services.
“The Establishment Department has been pursuing discriminatory measures against the PMS,” said one of the officers, adding that a white-paper was submitted to the said department for reforming and strengthening the civil services which had not been taken into account.
“So much so that the said department has even failed to recognise the association for the past one year,” the PMS officer stressed. Another officer said the deputationists from the ex-cadres have been holding various scheduled positions and these are denied to the officers of Provincial Management Service.
The PMS officers noted that as per Article 240(b) of the Constitution of Pakistan, the provincial assembly is the custodian of the provincial civil services. However, they added that this has not been followed in practice and the decisions are taken instead by the officers of PAS.
