Almost 26 years have passed since the rare balloting of plots in Sector E-12 but those declared successful are waiting for the last instalment that has not been demanded by the CDA as yet. During this intervening period thousands of plots allotted much later to bureaucrats, powerful pressure groups and politically well-connected people have been developed and their possession letters given. I was in my late 20s when I applied for the plot and am now approaching 60 years. It seems the CDA is intentionally waiting for the beneficiaries of the 1989 balloting to die. Otherwise such an inordinate delay is beyond comprehension.
Now that the CDA has cleared illegal encroachments in Sector I-11 it would be appropriate to fulfil their obligations towards members of the general public belonging to the middle and the lower middle classes who were given allotment letters in 1989 but are still waiting for possession of their plots.
