Educating the masses

The announcement that the budget allocation for education will be doubled by 2018 is wonderful news. One of the greatest setbacks to the economy of developing countries is the lack of education amongst citizens. We have never spent more than two percent of our budget on the education sector. Other countries in the South Asian region have prioritised this sector and strengthened their economies.
I also suggest that the education budget be divided in two categories, one for primary and secondary education and one for higher education. A major portion can be allocated to the former. Doing so could potentially raise the literacy rate in the future.
