Ayaz abdicates recruitment power in NA Secretariat
Islamabad Speaker National Assembly Sardar Ayaz Sadiq has set a new precedent while relinquishing his recruitment powers in Grade-16 and above in the National Assembly Secretariat and handed it over to the Federal Public Service Commission. Speaker National Assembly Sardar Ayaz Sadiq has set a new precedent while relinquishing his recruitment powers in Grade-16 and above in the National Assembly Secretariat and handed it over to the Federal Public Service Commission.
The decision to this effect has been communicated to Federal Public Service Commission (FPSC) authorising it to conduct future recruitment for the National Assembly Secretariat. Ayaz Sadiq took this decision for ensuring transparency and merit in the recruitment process. "It is my conscious decision to abdicate his powers to ensure merit and transparency," he said.
He said that this decision would have far reaching effect on the working and performance of the National Assembly Secretariat as only educated and competent human resource would be inducted through a rigorous competitive process on merit.
It may be pointed out that the Speaker has been vested with the powers to make recruitments in grade 16 and above under National Assembly Secretariat (Recruitment and Conditions of Service) Rules 1973.
Previously, all former speakers used the recruitment power in the National Assembly Secretariat, while the two former Speakers -- Syed Yusuf Raza Gilani and Dr Fehmida Mirza -- used this power for making appointments in the National Assembly.
Even former prime minister Syed Yusuf Raza Gilani, in his tenure as the NA Speaker, used this power so recklessly that he even spent a jail term in a NAB reference. According to sources, there was immense pressure from the legislators on the Speaker to recruit their nominees against the available posts in the National Assembly Secretariat yet the Speaker who always prefers to go according to the book of law decide to relinquish his recruitment powers in Grade 16 and above in the NA Secretariat and handed it over to the Federal Service Commission.
