DESPITE lapse of almost five months, the Punjab government has failed to post a regular incumbent to the important post of Director Public Instructions (Colleges) Punjab.
Dr Jaleel Tariq had relinquished the charge as DPI (Colleges) Punjab on December 10, 2014, as he proceeded on early Leave Preparatory Retirement (LPR). Since then the post is being looked after by the Additional DPI (Colleges) Khalid Javed on additional charge basis.
The Directorate of Public Instructions (Colleges) is an attached department of the Higher Education Department (HED) Punjab that performs a coordinating role between the department and the district education office and has “an augmenting role in policy formulation, administrative as well as financial matters.”
According to sources in the HED, frequent change of administrative secretaries of the department is the major cause of delay in posting of a regular DPI Colleges. It is pertinent to mention here that after former Secretary (HED) Abdullah Khan Sumbal, (who is presently Commissioner Lahore Division), the department had heads for brief stints, including Dr Ijaz Munir (from January’15 to February’15) and Muhammad Aslam Kamboh (from February’15 to April’15). Irum Bukhari (former Secretary Women Development Department) has now been posted as the new Secretary HED.
The sources said the department had initiated the process of posting a regular DPI Colleges during the tenure of Aslam Kamboh. They added a summary was initiated after headhunting by him and three names were shortlisted, including ADPI (Colleges) Khalid Javed, Dr Muhammad Ijaz Butt (Principal Government College, Township) and Prof Rukhsana Bhutta (Principal Govt College for Women, Samanabad).
An official of the department, seeking anonymity, said it was a BS-20 post and the summary was presently lying with the chief minister for final approval. He said once received after approval, the department would move the same to Services and General Administration Department (S&GAD), which would formally issue a notification of the posting.
Punjab Professors & Lecturers Association (PPLA) President Dr Zahid Ahmad Sheikh while commenting on the delay in posting of regular DPI (Colleges) said, any incumbent holding an additional charge could not feel confident and could not take bold decisions, so the posting of the regular incumbent was imperative. He said a PPLA delegation also called on the newly-appointed Secretary HED and apprised her about the issues confronted by the college teachers across the province. Secretary HED Irum Bukhari was not available for comments.
