Previous KP govts inducted six officers into civil service

Maulana Fazl’s brother, Asfandyar’s son-in-law among beneficiaries

PESHAWAR: The previous governments in Khyber Pakhtunkhwa inducted six officers in the provincial civil service and among them was the bother of Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman and son-in-law of Awami National Party (ANP)’s central president Asfandyar Wali Khan.
According to the information provided by the Establishment Department in response to the request under the Right to Information (RTI) Act 2013, all these officers were absorbed in the provincial civil service during the period 1997-2012.
After reports that a number of officers from other departments and even corporate bodies had been inducted in violation of rules in the civil service in the province, The News on January 6 sought certified information about the total number of government servants inducted in the civil service cadres such as Provincial Civil Service Secretariat Group, PCS Executive Group and Provincial Management Service (PMS). The details of the quota or other arrangements and law under which they were absorbed in the civil service were also sought by this scribe. Information about their parent departments, profile cards and present posting were also sought in the request under RTI.
However, the Establishment Department in disregard to the RTI law did not provide the requested information within the stipulated time of one month.This scribe then approached the RTI commission through an application on February 12 for help in getting the information. The Establishment Department on March 9 entertained the request and provided incomplete information about the inductees in the provincial civil service.
It failed to quote any law and rules under which these officers were absorbed in the civil service or provide any details of their joining and posting.However, an administrative secretary said there were no rules to induct government servants or employees from private or corporate bodies in civil service at the provincial level. He said at the federal level the president traditionally approved such inductions as late entry into civil service, but in Khyber Pakhtunkhwa the governors did it in relaxation of rules.
It is done at the BS-17 level and against the 50 percent quota of Provincial Management Service previously known as Provincial Civil Service (PCS).According to the information provided by the Establishment Department, the six officers inducted in the civil service were Ziaur Rehman, Syed Zafar Ali Shah, Dr Nauman Mujahid, Shakirullah, Muhammad Younis Awan and Muhammad Fakhre Alam.
Ziaur Rehman, brother of Maulana Fazlur Rehman, was an employee of the Pakistan Telecommunication Company Limited (PTCL) where he served as Assistant Divisional Engineer. He was absorbed in the provincial civil service on September 12, 2007 when the Muttahida Majlis-e-Amal (MMA) led by the JUI-F was running affairs in the province.
He subsequently served on different positions including Commissioner Afghan Refugees and deputy secretary Home and Tribal Affairs Department. The Establishment Department in its reply to the request under RTI informed that Ziaur Rehman’s services were placed at the disposal of the Establishment Division Islamabad for posting on deputation on February 25, 2014.
Syed Zafar Ali Shah, son of a Pashto language newspaper’s owner, had joined the Information Department as assistant director. He was inducted in the civil service during the MMA rule on October 6, 2007. He served as assistant coordination officer (ACO) Peshawar, deputy commissioner (DC) Charsadda and DC Lakki Marwat. Presently he is serving as Administrator of Municipal Corporation Peshawar.
Dr Nauman Mujahid, who is the son-in-law of ANP chief Asfandyar Wali Khan, was deputy director, health services Fata , before his induction in the civil service on February 13, 2012 when the ANP-led coalition was in power in the province.
According to the information provided by the Establishment Department, he is presently discharging his duties as deputy director Special Development Unit (SDU), Planning and Development Department (P&D).
According to the information requested under RTI Act, Shakirullah was inducted in civil service from Zakat and Ushr Department on September 27, 1997. He retired on October 10, 2010. Muhammad Younis Awan was absorbed in the civil service from the Bureau of Statistics, P&D. He died on July 23, 2001.
Muhammad Fakhre Alam, who was instructor in the Technical Education department, was inducted in the civil service on February 10, 2003 again during the MMA rule. The Establishment Department reported that he is presently serving as director SDU in the provincial Planning and Development department.
