Fuel in a bottle

Ogra has asked petrol stations to refuse petrol to people who ask for petrol in bottles or cans. There must be some good reason for the move but what about those stranded on the road because their vehicles ran out of fuel? Ogra is requested to permit petrol stations to entertain people who request petrol in bottles or cans after noting down their CNIC numbers.
