BS-18 officer dismissed for being absent for 12 years

ISLAMABAD: The federal government has dismissed a Grade-18 officer of the Office Management Group, who had been absent for 12 consecutive years.

The Establishment Division has issued a notification of his dismissal from service.

After completion of disciplinary action under Civil Servants (Performance and Discipline) Rules 2020, the said officer has been imposed a punishment of dismissal from service, the notification said. Action has been taken against the officer under Rule 7(f) and Rule 4(3)(c). A show-cause notice was issued to him on June 4, 2025 this month, and the matter was disposed of in the light of Rules 1973.

The period of absence of said officer — from May 10, 2013 to June 8, 2023 and from September 26, 2023 to June 17, 2025 — has been converted into Ex-Pakistan Leave Without Pay, as per amended Leave Rules, 1980.

The notification said the officer has the right to appeal to Appellate Authority within 30 days under the Civil Servants (Appeal) Rules, 1977.

Sources said the officer was absent from duty on May 10, 2013. He was dismissed from service on October 7, 2019.

The Federal Service Tribunal reinstated him on technical grounds on November 8, 2022 and asked the Establishment Division to conduct a fresh inquiry. An appeal was filed in the Supreme Court, which is pending.

The Establishment Division reinstated the officer on September 26, 2023, but he did not join and continued to be absent. Show-cause notice was again issued, and after completing disciplinary proceedings, he was dismissed from service on June 18, 2025.
