MBBS, BDS programmes: PM&DC announces new tuition fee structure

Council decided to cap tuition fee, along with all ancillary charges, at PKR1.8m for all sessions

ISLAMABAD: In a significant move to enhance the accessibility and affordability of medical and dental education, the Pakistan Medical and Dental Council (PM&DC) has announced a new tuition fee structure for MBBS and BDS programs.

The initiative has been taken in exercise of powers conferred under Section 20 (7) and (8) of the PM&DC Act, 2022, and in accordance with the recommendations of the Committee on Medical Education Reforms constituted by the prime minister and chaired by the deputy prime minister.

The council has decided to cap the tuition fee, along with all ancillary charges, at PKR1.8 million for all sessions, with a 5% increase allowed for Session 2025. From Session 2026 onwards, further increases will be linked to the Consumer Price Index (CPI) inflation rate.

The institutions that have already charged students fees exceeding the capped amount must either refund the excess or adjust it in the subsequent session. Furthermore, private medical and dental institutions wishing to charge fees beyond the set limit — up to a maximum of PKR 2.5 million — must now submit detailed financial justifications to the PM&DC for evaluation and prior approval. The criteria for evaluating such requests will be shared in due course.

The council has stressed that all private medical and dental colleges are required to strictly adhere to the new fee structure.

Non-compliance will result in penalties under the existing regulations, reinforcing the council’s commitment to transparency and financial accountability in medical education.

Students, parents, and other stakeholders who face overcharging or any form of non-compliance are encouraged to register their concerns through the PM&DC Complaint Portal, ensuring swift and effective resolution of grievances.

This initiative reflects the collaborative efforts of PM&DC and the Pakistan Association of Medical Institutions (PAMI), under the leadership of Deputy Prime Minister Ishaq Dar.

The decision to cap medical and dental college fees marks a monumental step towards promoting fairness, transparency, and inclusivity in Pakistan’s medical education system, with all stakeholders working jointly on this extensive reform.

PM&DC President Prof. Dr. Rizwan Taj, remarked, “PM&DC will continue to work towards improving and making medical education more affordable for students, who aspire to build a career in this field. We will keep supporting and facilitating them in the future as well.”
