20 Punjab SPs, 65 DSPs made OSDs

Step taken in light of SC verdict against out-of-turn promotions

LAHORE: Inspector General of Police Punjab Mushtaq Ahmad Sukhera has made 20 SPs including Umar Virk and 65 DSPs officers on special duty (OSD), in the light of Supreme Court order against out of turn promotions.

However, IG has made them OSD on the same rank as the affected officers have moved Supreme Court for review of the earlier decision. According to the notification, the officers have been directed to Central Police Office with immediate effect and till further orders. 

The SPs included SP PHP Multan Shahid Razaq Qureshi, SP CIA Lahore Umar Virk, SP Police School of Intelligence Lahore, presently working as SP AVLS Lahore Awais Malik, DPO Khushab Faisal Gulzar Khan, SP CIA Faisalabad Ijaz Shafi, DPO Mandi Bahauddin Raja Basharat Mahmood, Addl SP City Division Gujranwala Tahir Maqsood, SP Investigation Khanewal Naeem ul Hassan, SP SPU Punjab Syed Jamat Ali Bukhari, SSP Operations Rawalpindi Karamat Ullah Malik, DPO Gujrat Rai Zameer ul Haq, SP Special Branch Bahwalpur Region Amir Taimur, SP SPU Central Lahore Syed Mukhtar Hussain Shah, SP PHP Faisalabad Farooq Ahmad Hundal, Commandant Lahore Ring Road Police Muhammad Qasim Khan, Addl. SP Sialkot Mrs Nasim Ch, SP Traffic Region Sargodha Masroor Ahmad Rana, SP PHP DG Khan Kafayat Ullah Bajwa. Addl SP Sadar Faislabad Muhammad Mumtaz and SP VI Security (CM) Special Branch Lahore Amjad Mahmood Qureshi.

The DSPs included Ijaz Ali of Special Branch, Tahir Nawaz DSP Traffic Headquarters Lahore, Ghulam abbas DSP SDPO City Bahawalpur, Ms Shahzadi Gulfam, Shahid Niaz, Noor Muhammad, Khawar Zaman , Ghulam Murtaza, Waqar Ahmad, Shah Alam, Maqbool Ahmad, Manzoor, Muhammad Amjad, Ehsan Elahi Khokhar, Mazhar Fareed, Muhammad Iqbal, Nasir Mahmood Khan, Muhammad Shahbaz, Riaz Ali Shah, Riaz Ahmad, Arshad Latif, Rana Mahmood ul Hassan, Nasir Hanif, Muhammad Islam, Muhammad Ashraf Chadhar, Muhammad Nawaz, Abdullah Jan, Muhammad Aslam, Ghulam Razaq, Babar Anwar, Zulfiqar Ali, Muhammad Iqbal Zafar, Manzoor Ahmad, Asif Rashid, Muhammad Ashraf, Ghulam Akbar, Muhammad Ashraf,

Imran Nawaz, Mati Ullah, Zaman Raza, Asad Ishaq, Muhammad Iftikhar, Asghar Ali, and Safdar Iqbal.  Sources said it was a move to secure senior slots of the department for PSP officers. The affected officers had approached court on June 21 to stop IG from taking any adverse action. The IG didn’t take any adverse action but made all of them OSDs. It is worth mentioning here that the said officers were first demoted in the light of Supreme Court orders but later the demoted officers moved superior court for review of the order to get hold of their current slots. 

The matter is still sub judice. The IG instead of taking their ranks back, removed them from the slots from where they were using their influence.  The major decision has fallen like a bomb shell on SPs and DPSs and there was debate on the town on the real motive behind this move. The rankers were of the view the PSP class wanted them sidelined permanently so that the rankers could not secure higher slots. 

  It is also learnt that a summary has been moved to Punjab Chief Minister to avoid retrospective effect of the decision of superior court. However, the new transfer orders have opened a new Pandora box in the police department as nobody knows where it was going to conclude.
