Governor appoints Naushad Shaikh as DUHS VC again

Sindh Governor Dr Ishratul Ebad on Tuesday reappointed Dr Naushad A Shaikh as the vice chancellor of Dow University of Health Sciences (DUHS) for the second time this month.
In a notification issued on October 2, the appointment of Dr Naushad Shaikh had been announced by the Governor House but was later withdrawn as the Pakistan Medical Association challenged the appointment in the Sindh High Court. The association had contended that Dr Shaikh was not eligible for the post since he had been elevated to the position in violation of due process.
Sindh Chief Minister Qaim Ali Shah, who is the authority for appointing vice chancellors at public sector universities in the province, had forwarded the name of Dr Saeed Qureshi, who is the currently serving as the medical superintendent of Civil Hospital Karachi, for the DUHS post. The name was forwarded after a search committee found him to be the most suitable candidate but, acting against Shah’s advice and despite the reservations of the PMA and other bodies of the healthcare fraternity, the governor had appointed his former aide.
Officials in the Sindh government had claimed that both the chief minister and governor had reached an agreement under which the former was to forward two names for the position of DUHS vice chancellor, including the name of Dr Naushad Shaikh. It had been agreed that after the names were forwarded, the governor would then go on to appoint Dr Shaikh on the post.
“Following the agreement, names of Dr Naushad Shaikh and Dr Saeed Qureshi were forwarded to the Governor House from the CM Secretariat and Dr Noshad Shaikh was duly appointed as the vice chancellor,” a senior official of the Sindh government said.
A notification issued from the Governor House on Friday stated: [...] “On the advice of the chief minister and in exercise of powers vested in him under Section 12(1) of the Dow University of Health Sciences’ Act 2004 (as amended), the Chancellor [governor] is pleased to appoint Dr Noshad A Shaikh as the vice chancellor of Dow University of Health Sciences for a period of four years with immediate effect.”
